40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其(qi)中(zhong)提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色(se)城鎮、綠色(se)社區。

方案中提出,持續提升綠色建筑比例,大型公共建(jian)筑(zhu)(zhu)和國(guo)家機關(guan)辦公建(jian)筑(zhu)(zhu)、國(guo)有資(zi)金參與投資(zi)建(jian)設(she)的其他公共建(jian)筑(zhu)(zhu)按(an)照一星級以(yi)上綠色建(jian)筑(zhu)(zhu)標準進行建(jian)設(she)。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索(suo)既有建(jian)筑節能(neng)改(gai)造市場化模式,推進公共建(jian)筑能(neng)效提升試點城(cheng)市建(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到(dao)2025年,城鎮新建(jian)建(jian)筑(zhu)(zhu)100%執(zhi)行綠色建(jian)筑(zhu)(zhu)標(biao)準;到(dao)2030年,全省新建(jian)建(jian)筑(zhu)(zhu)嚴格執(zhi)行建(jian)筑(zhu)(zhu)節能設(she)計標(biao)準。

方案中還提出,鼓(gu)勵在建(jian)筑領域規模(mo)化應用可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan),提(ti)高太陽能(neng)、風能(neng)、地(di)熱(re)能(neng)、生(sheng)(sheng)物質能(neng)等(deng)(deng)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)綜合利用水(shui)平。可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)利用設(she)施與(yu)建(jian)筑主體工程同步(bu)設(she)計、同步(bu)施工、同步(bu)驗收。開展(zhan)建(jian)筑屋頂(ding)光伏行動,充分利用既有建(jian)筑屋頂(ding)資(zi)源(yuan)建(jian)設(she)光伏發(fa)電(dian)(dian)設(she)施,鼓(gu)勵工業廠房屋頂(ding)建(jian)設(she)光伏發(fa)電(dian)(dian)設(she)施,大幅提(ti)高建(jian)筑采暖(nuan)、生(sheng)(sheng)活熱(re)水(shui)、炊事(shi)等(deng)(deng)電(dian)(dian)氣(qi)(qi)化普及率。推進(jin)熱(re)電(dian)(dian)聯產集中供暖(nuan),加快推動工業余熱(re)供暖(nuan)規模(mo)化發(fa)展(zhan),因地(di)制(zhi)宜推行熱(re)泵、生(sheng)(sheng)物質能(neng)、地(di)熱(re)能(neng)等(deng)(deng)清潔低碳供暖(nuan)。提(ti)高建(jian)筑終端電(dian)(dian)氣(qi)(qi)化水(shui)平,建(jian)設(she)集光伏發(fa)電(dian)(dian)、儲能(neng)、直流配電(dian)(dian)、柔性用電(dian)(dian)于一(yi)體的"光儲直柔”建(jian)筑。到(dao)2025年(nian),城鎮建筑(zhu)可(ke)再生(sheng)能源替代率(lv)達到(dao)8%,新建公共機構建筑(zhu)、新建廠房屋頂(ding)光伏覆蓋率(lv)力爭達到(dao)50%。

)世界(jie)地球日、世界(jie)環境日、世界(jie)氣象日、全國低(di)碳(tan)(tan)日、全省節(jie)能(neng)宣傳(chuan)(chuan)月等主(zhu)題宣傳(chuan)(chuan)活(huo)動,推(tui)動生態(tai)文(wen)明理念更加(jia)深入人心,引導全民在(zai)衣、食、住(zhu)、行等方面(mian)更加(jia)勤儉(jian)節(jie)約、綠(lv)(lv)色低(di)碳(tan)(tan)、文(wen)明健康。支持(chi)具有典型代(dai)表性(xing)的(de)(de)城市、園區、企業(ye)開(kai)(kai)展(zhan)(zhan)碳(tan)(tan)達峰試(shi)點建(jian)設,加(jia)快實(shi)現綠(lv)(lv)色低(di)碳(tan)(tan)轉型,為全省提供可操作、可復制、可推(tui)廣(guang)的(de)(de)經(jing)驗做法。2.推(tui)(tui)(tui)廣綠(lv)(lv)色(se)低(di)碳(tan)(tan)生(sheng)活(huo)方(fang)式。根據國(guo)家部署開展(zhan)國(guo)家綠(lv)(lv)色(se)低(di)碳(tan)(tan)社會行(xing)動示(shi)范創建(jian),深入(ru)推(tui)(tui)(tui)進(jin)綠(lv)(lv)色(se)生(sheng)活(huo)創建(jian)行(xing)動,評選宣傳一批優秀示(shi)范典型、倡導(dao)簡約(yue)適度、綠(lv)(lv)色(se)低(di)碳(tan)(tan)、文明健康的生(sheng)活(huo)理念和生(sheng)活(huo)方(fang)式。大力發展(zhan)綠(lv)(lv)色(se)消(xiao)費(fei)(fei),推(tui)(tui)(tui)廣綠(lv)(lv)色(se)低(di)碳(tan)(tan)產品(pin)(pin),推(tui)(tui)(tui)動增加綠(lv)(lv)色(se)產品(pin)(pin)和服(fu)務供給,支持發展(zhan)共享經濟,構建(jian)綠(lv)(lv)色(se)產品(pin)(pin)流通(tong)體系,拓展(zhan)綠(lv)(lv)色(se)產品(pin)(pin)消(xiao)費(fei)(fei)市場,提升綠(lv)(lv)色(se)低(di)碳(tan)(tan)產品(pin)(pin)市場占有率(lv)。倡導(dao)節能環保生(sheng)活(huo)方(fang)式,合理控制室內空調溫(wen)度,減少無效照明,提倡家庭(ting)節水節電(dian),減少使用(yong)一次性用(yong)品(pin)(pin),做好生(sheng)活(huo)垃(la)圾減量分類處理工(gong)作,完(wan)善居(ju)民社區再生(sheng)資源回收利用(yong)體系。3.發(fa)揮公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)示(shi)范(fan)引領作用(yong)。對(dui)標(biao)(biao)碳(tan)達峰、碳(tan)中和(he)目(mu)標(biao)(biao),加強公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)碳(tan)排(pai)放核算(suan),開(kai)(kai)展(zhan)綠色(se)低碳(tan)試(shi)點(dian),宣傳節(jie)能(neng)(neng)降碳(tan)成效(xiao)(xiao)經驗。組(zu)織(zhi)公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)實施綠色(se)化(hua)(hua)改造,提高建(jian)(jian)筑和(he)用(yong)能(neng)(neng)設(she)(she)備能(neng)(neng)效(xiao)(xiao)水平。優化(hua)(hua)公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)能(neng)(neng)源消(xiao)費結構(gou)(gou),大力推(tui)(tui)進太(tai)陽能(neng)(neng)光(guang)伏、光(guang)熱項目(mu)建(jian)(jian)設(she)(she)。到(dao)2025年,全省公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)新建(jian)(jian)建(jian)(jian)筑可安裝光(guang)伏屋頂面積光(guang)伏覆蓋率(lv)力爭達到(dao)50%。強化(hua)(hua)水資源節(jie)約,提升用(yong)水效(xiao)(xiao)率(lv),全部省直機(ji)(ji)關(guan)(guan)及(ji)60%以(yi)上的省屬事業單(dan)(dan)位建(jian)(jian)成節(jie)水型單(dan)(dan)位。分(fen)(fen)級有序推(tui)(tui)動公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)生活垃(la)圾分(fen)(fen)類(lei)處理(li)(li),引導(dao)干部職工(gong)帶(dai)頭在家庭、社區開(kai)(kai)展(zhan)生活垃(la)圾分(fen)(fen)類(lei),分(fen)(fen)批(pi)建(jian)(jian)成公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)生活垃(la)圾分(fen)(fen)類(lei)示(shi)范(fan)點(dian)。推(tui)(tui)行(xing)綠色(se)辦(ban)公(gong)(gong),提高辦(ban)公(gong)(gong)設(she)(she)備和(he)資產使用(yong)效(xiao)(xiao)率(lv)。全面開(kai)(kai)展(zhan)節(jie)約型機(ji)(ji)關(guan)(guan)建(jian)(jian)設(she)(she),到(dao)2025年,80%以(yi)上的縣級及(ji)以(yi)上機(ji)(ji)關(guan)(guan)達到(dao)建(jian)(jian)設(she)(she)要求。組(zu)織(zhi)開(kai)(kai)展(zhan)公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)能(neng)(neng)效(xiao)(xiao)、水效(xiao)(xiao)領跑者引領行(xing)動。強化(hua)(hua)公(gong)(gong)共(gong)(gong)機(ji)(ji)構(gou)(gou)節(jie)能(neng)(neng)低碳(tan)管理(li)(li),加強管理(li)(li)體系建(jian)(jian)設(she)(she),完善管理(li)(li)制(zhi)度,提升信息化(hua)(hua)管理(li)(li)水平。4.引(yin)導企(qi)(qi)(qi)業(ye)(ye)履(lv)行社(she)會責(ze)任。引(yin)導企(qi)(qi)(qi)業(ye)(ye)主動(dong)適應(ying)綠色(se)低碳發展(zhan)要求(qiu)(qiu),強化(hua)環境(jing)責(ze)任意識,加強能源(yuan)(yuan)資源(yuan)(yuan)節約(yue),提(ti)升綠色(se)創新(xin)水(shui)平。重點(dian)領域(yu)省屬(shu)國有(you)企(qi)(qi)(qi)業(ye)(ye)制定實施企(qi)(qi)(qi)業(ye)(ye)碳達峰行動(dong)方案,發揮(hui)示范(fan)引(yin)領作用(yong)。重點(dian)用(yong)能單位要梳理(li)核算(suan)自身碳排(pai)放情況,深入研究碳減排(pai)路(lu)徑,"一(yi)企(qi)(qi)(qi)一(yi)策”制定專項工(gong)作方案,推(tui)進節能降碳。相關上市公(gong)司和(he)發債企(qi)(qi)(qi)業(ye)(ye)按照環境(jing)信息(xi)依法(fa)披露要求(qiu)(qiu),定期公(gong)布企(qi)(qi)(qi)業(ye)(ye)碳排(pai)放信息(xi)。充分發揮(hui)行業(ye)(ye)協會、產(chan)業(ye)(ye)聯盟等(deng)社(she)會團體作用(yong),督促(cu)引(yin)導企(qi)(qi)(qi)業(ye)(ye)自覺履(lv)行社(she)會責(ze)任。5.強(qiang)化領(ling)(ling)導干(gan)部培訓(xun)。將學(xue)習貫徹習近(jin)平生態文(wen)明思想(xiang)作(zuo)為干(gan)部教育培訓(xun)的(de)重(zhong)要(yao)(yao)(yao)內容,各級(ji)黨(dang)校(行政學(xue)院)要(yao)(yao)(yao)把碳(tan)達峰(feng)、碳(tan)中和(he)(he)相(xiang)關內容列入教學(xue)計劃,分階(jie)段、分層次(ci)對(dui)各級(ji)領(ling)(ling)導干(gan)部開展(zhan)培訓(xun),普及(ji)科學(xue)知(zhi)識(shi)(shi),宣講政策要(yao)(yao)(yao)點,強(qiang)化法治意識(shi)(shi),深化各級(ji)領(ling)(ling)導干(gan)部對(dui)碳(tan)達峰(feng)、碳(tan)中和(he)(he)工作(zuo)重(zhong)要(yao)(yao)(yao)性(xing)、緊迫(po)性(xing)、科學(xue)性(xing)、系統性(xing)的(de)認(ren)識(shi)(shi)。從事綠色(se)低碳(tan)發(fa)展(zhan)相(xiang)關工作(zuo)的(de)領(ling)(ling)導干(gan)部要(yao)(yao)(yao)盡快提升(sheng)專業素(su)養和(he)(he)業務能力(li),切實增強(qiang)推(tui)動綠色(se)低碳(tan)發(fa)展(zhan)的(de)本領(ling)(ling)。四、政策保障(一)健全法規標準及統計體系。構建有利于綠色低碳發展的地方法規體系,全面清理現行法規規章中與碳達峰、碳中和工作不相適應的內容。在國家標準框架內制定出臺一批節能低碳地方標準,按照國家部署支持相關機構積極參與國際和國家能效、低碳標準制定修訂。按照國家統一規范的碳排放統計核算體系有關要求,加強碳排放統計監測能力建設,健全建筑、交通、公共機構等重點領域及煤炭、化工、建材、鋼鐵、有色金屬、電力等重點耗能行業的能耗統計監測制度,提升信息化監測水平。(二)完善綠色(se)低(di)碳政策體系。強化(hua)(hua)(hua)財政(zheng)支(zhi)(zhi)持(chi)(chi)(chi)碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中(zhong)(zhong)和(he)相關資(zi)(zi)金(jin)(jin)政(zheng)策,加大(da)(da)財政(zheng)資(zi)(zi)金(jin)(jin)統籌力(li)度(du),積(ji)極盤活存(cun)量資(zi)(zi)金(jin)(jin),逐步加大(da)(da)對(dui)碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中(zhong)(zhong)和(he)重(zhong)大(da)(da)行(xing)動、重(zhong)大(da)(da)示(shi)范、重(zhong)大(da)(da)工程的支(zhi)(zhi)持(chi)(chi)(chi)力(li)度(du)。嚴格落(luo)實(shi)綠(lv)(lv)(lv)色(se)(se)采購(gou)制(zhi)度(du),提高政(zheng)府(fu)綠(lv)(lv)(lv)色(se)(se)采購(gou)力(li)度(du)。落(luo)實(shi)支(zhi)(zhi)持(chi)(chi)(chi)碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中(zhong)(zhong)和(he)稅(shui)(shui)收(shou)(shou)政(zheng)策,落(luo)實(shi)節(jie)能(neng)(neng)(neng)節(jie)水、資(zi)(zi)源(yuan)(yuan)(yuan)循環(huan)(huan)(huan)利用(yong)等(deng)領域(yu)稅(shui)(shui)收(shou)(shou)優(you)惠(hui)政(zheng)策,按規定對(dui)企業(ye)開(kai)展綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)領域(yu)基(ji)(ji)(ji)礎研究(jiu)給予(yu)稅(shui)(shui)收(shou)(shou)優(you)惠(hui)。完善差別化(hua)(hua)(hua)電(dian)(dian)價(jia)、分時電(dian)(dian)價(jia)政(zheng)策和(he)居民(min)階梯電(dian)(dian)價(jia)制(zhi)度(du),探(tan)索建(jian)立分時電(dian)(dian)價(jia)動態調(diao)整機制(zhi)。嚴禁對(dui)高耗能(neng)(neng)(neng)、高排放(fang)(fang)、資(zi)(zi)源(yuan)(yuan)(yuan)型行(xing)業(ye)實(shi)施電(dian)(dian)價(jia)優(you)惠(hui)。加快推進供熱計(ji)量改革和(he)按供熱量收(shou)(shou)費。完善綠(lv)(lv)(lv)色(se)(se)金(jin)(jin)融(rong)(rong)體系,大(da)(da)力(li)發展綠(lv)(lv)(lv)色(se)(se)信(xin)貸、綠(lv)(lv)(lv)色(se)(se)股權、綠(lv)(lv)(lv)色(se)(se)債券、綠(lv)(lv)(lv)色(se)(se)保(bao)險、綠(lv)(lv)(lv)色(se)(se)基(ji)(ji)(ji)金(jin)(jin)等(deng)金(jin)(jin)融(rong)(rong)工具,完善綠(lv)(lv)(lv)色(se)(se)金(jin)(jin)融(rong)(rong)評價(jia)體系,引(yin)導(dao)金(jin)(jin)融(rong)(rong)機構(gou)為綠(lv)(lv)(lv)色(se)(se)低(di)碳(tan)(tan)項(xiang)目(mu)(mu)提供長期限、低(di)成本資(zi)(zi)金(jin)(jin)。推動建(jian)立碳(tan)(tan)排放(fang)(fang)投(tou)融(rong)(rong)資(zi)(zi)統計(ji)監測平臺,探(tan)索制(zhi)定企業(ye)碳(tan)(tan)排放(fang)(fang)績(ji)效(xiao)(xiao)評價(jia)標準,嚴控煤(mei)電(dian)(dian)、鋼(gang)鐵(tie)、電(dian)(dian)解鋁、水泥、石(shi)化(hua)(hua)(hua)等(deng)高碳(tan)(tan)項(xiang)目(mu)(mu)投(tou)資(zi)(zi),支(zhi)(zhi)持(chi)(chi)(chi)高碳(tan)(tan)項(xiang)目(mu)(mu)節(jie)能(neng)(neng)(neng)改造和(he)能(neng)(neng)(neng)效(xiao)(xiao)提升。發揮新興產(chan)業(ye)投(tou)資(zi)(zi)引(yin)導(dao)基(ji)(ji)(ji)金(jin)(jin)、創(chuang)業(ye)投(tou)資(zi)(zi)引(yin)導(dao)基(ji)(ji)(ji)金(jin)(jin)、河南省綠(lv)(lv)(lv)色(se)(se)發展基(ji)(ji)(ji)金(jin)(jin)等(deng)政(zheng)府(fu)投(tou)資(zi)(zi)基(ji)(ji)(ji)金(jin)(jin)的引(yin)導(dao)作用(yong),撬動更多社會(hui)資(zi)(zi)金(jin)(jin)投(tou)入(ru)節(jie)能(neng)(neng)(neng)環(huan)(huan)(huan)保(bao)、新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)、碳(tan)(tan)捕集封(feng)存(cun)利用(yong)等(deng)綠(lv)(lv)(lv)色(se)(se)產(chan)業(ye)。加大(da)(da)可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發展支(zhi)(zhi)持(chi)(chi)(chi)力(li)度(du),有效(xiao)(xiao)破(po)解項(xiang)目(mu)(mu)建(jian)設中(zhong)(zhong)的土(tu)地供應、城鄉(xiang)建(jian)設、環(huan)(huan)(huan)境保(bao)護、電(dian)(dian)網(wang)適應性(xing)等(deng)瓶(ping)頸制(zhi)約,完善可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消納(na)保(bao)障(zhang)機制(zhi),出臺促進可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發展的空(kong)間要素、財政(zheng)金(jin)(jin)融(rong)(rong)等(deng)保(bao)障(zhang)性(xing)措施。推廣節(jie)能(neng)(neng)(neng)環(huan)(huan)(huan)保(bao)服務政(zheng)府(fu)采購(gou),強化(hua)(hua)(hua)節(jie)能(neng)(neng)(neng)環(huan)(huan)(huan)保(bao)產(chan)品政(zheng)府(fu)強制(zhi)采購(gou)和(he)優(you)先(xian)采購(gou)制(zhi)度(du)執行(xing)。(三)建立(li)健全市場化(hua)機制(zhi)。組織省內(nei)電力企業(ye)(ye)積(ji)極參(can)與全國(guo)碳(tan)排放權(quan)交(jiao)易(yi)(yi),加強企業(ye)(ye)碳(tan)核查(cha),做好排放配(pei)(pei)(pei)額分配(pei)(pei)(pei)、自愿交(jiao)易(yi)(yi)、配(pei)(pei)(pei)套服(fu)(fu)務(wu)等工作(zuo)。修訂(ding)用能(neng)(neng)權(quan)有償使用和交(jiao)易(yi)(yi)試(shi)點實施(shi)方案,完善用能(neng)(neng)權(quan)配(pei)(pei)(pei)額分配(pei)(pei)(pei)辦法,推(tui)動用能(neng)(neng)權(quan)交(jiao)易(yi)(yi)擴圍,優化能(neng)(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)配(pei)(pei)(pei)置。積(ji)極推(tui)行合同能(neng)(neng)源(yuan)(yuan)管理(li),推(tui)廣節(jie)能(neng)(neng)咨詢(xun)、診(zhen)斷、設計、融資(zi)、改造、托管等"一站式(shi)”綜合服(fu)(fu)務(wu)模式(shi)。五、組織實施(一)加強組(zu)織領(ling)導。加(jia)強(qiang)黨對碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和(he)工(gong)作的(de)領(ling)(ling)導(dao),省碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和(he)工(gong)作領(ling)(ling)導(dao)小組(zu)要(yao)(yao)加(jia)強(qiang)整體(ti)部署和(he)系(xi)統推進(jin),研究重(zhong)(zhong)大(da)問題、組(zu)織重(zhong)(zhong)大(da)工(gong)程、發布重(zhong)(zhong)要(yao)(yao)數據;領(ling)(ling)導(dao)小組(zu)成員(yuan)單位要(yao)(yao)加(jia)強(qiang)配合,扎實(shi)推進(jin)相關工(gong)作;領(ling)(ling)導(dao)小組(zu)辦(ban)公室(shi)要(yao)(yao)加(jia)強(qiang)統籌協調,定期(qi)對各地和(he)重(zhong)(zhong)點領(ling)(ling)域、重(zhong)(zhong)點行業工(gong)作進(jin)展情況進(jin)行調度,加(jia)強(qiang)跟蹤評估和(he)督促檢查,確保各項任務落(luo)實(shi)落(luo)細(xi)。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格監督(du)考(kao)核。落實(shi)國家碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)綜合評(ping)價考(kao)(kao)核制(zhi)度,建立碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)工(gong)作(zuo)專項(xiang)考(kao)(kao)核機制(zhi),對(dui)能源(yuan)消費和(he)碳(tan)(tan)排放指標(biao)(biao)實(shi)行(xing)協同(tong)管理、協同(tong)分解、協同(tong)考(kao)(kao)核。加(jia)強考(kao)(kao)核結果應用,按照國家和(he)省有關規定對(dui)碳(tan)(tan)達峰(feng)工(gong)作(zuo)成效突出的單(dan)位和(he)個人給(gei)予表彰獎勵(li),對(dui)未完成目標(biao)(biao)任務的地(di)方、部(bu)門依規依紀依法進行(xing)通報(bao)批評(ping)和(he)約談問責。各地(di)各有關部(bu)門貫徹落實(shi)情(qing)況每年向省委和(he)省政府報(bao)告。
