40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其(qi)中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設綠色(se)城(cheng)鎮(zhen)、綠色(se)社(she)區。

方案中提出,持續提升綠色建筑比例,大型公共建筑(zhu)(zhu)和國家機(ji)關辦(ban)公建筑(zhu)(zhu)、國有資金參與投資建設的其他公共建筑(zhu)(zhu)按照一星(xing)級以上綠色建筑(zhu)(zhu)標準進行建設。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索既有建(jian)筑節能(neng)改造市場化模(mo)式,推進公共建(jian)筑能(neng)效(xiao)提升試點城市建(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到2025年,城鎮(zhen)新建(jian)(jian)建(jian)(jian)筑(zhu)100%執行(xing)綠色建(jian)(jian)筑(zhu)標(biao)(biao)準;到2030年,全(quan)省新建(jian)(jian)建(jian)(jian)筑(zhu)嚴格執行(xing)建(jian)(jian)筑(zhu)節能設(she)計標(biao)(biao)準。

方案中還提出,鼓勵(li)在(zai)建(jian)(jian)筑(zhu)領域規(gui)模化應用可再(zai)生(sheng)(sheng)能(neng)源,提(ti)高(gao)太(tai)陽能(neng)、風能(neng)、地熱(re)能(neng)、生(sheng)(sheng)物質能(neng)等可再(zai)生(sheng)(sheng)能(neng)源綜合利(li)用水(shui)平。可再(zai)生(sheng)(sheng)能(neng)源利(li)用設(she)施(shi)與建(jian)(jian)筑(zhu)主體工程同(tong)步(bu)(bu)設(she)計、同(tong)步(bu)(bu)施(shi)工、同(tong)步(bu)(bu)驗收。開展(zhan)建(jian)(jian)筑(zhu)屋(wu)(wu)頂(ding)光伏行動(dong),充(chong)分利(li)用既有(you)建(jian)(jian)筑(zhu)屋(wu)(wu)頂(ding)資源建(jian)(jian)設(she)光伏發(fa)電(dian)(dian)(dian)設(she)施(shi),鼓勵(li)工業(ye)(ye)廠房屋(wu)(wu)頂(ding)建(jian)(jian)設(she)光伏發(fa)電(dian)(dian)(dian)設(she)施(shi),大幅提(ti)高(gao)建(jian)(jian)筑(zhu)采(cai)暖、生(sheng)(sheng)活熱(re)水(shui)、炊事等電(dian)(dian)(dian)氣化普及率。推進熱(re)電(dian)(dian)(dian)聯(lian)產集中供(gong)暖,加快推動(dong)工業(ye)(ye)余熱(re)供(gong)暖規(gui)模化發(fa)展(zhan),因地制宜推行熱(re)泵、生(sheng)(sheng)物質能(neng)、地熱(re)能(neng)等清潔低碳供(gong)暖。提(ti)高(gao)建(jian)(jian)筑(zhu)終端(duan)電(dian)(dian)(dian)氣化水(shui)平,建(jian)(jian)設(she)集光伏發(fa)電(dian)(dian)(dian)、儲(chu)能(neng)、直(zhi)流配電(dian)(dian)(dian)、柔(rou)性用電(dian)(dian)(dian)于一體的"光儲(chu)直(zhi)柔(rou)”建(jian)(jian)筑(zhu)。到2025年,城鎮建(jian)筑(zhu)可再生能(neng)源(yuan)替代(dai)率達到8%,新建(jian)公共機構(gou)建(jian)筑(zhu)、新建(jian)廠房屋(wu)頂(ding)光(guang)伏覆蓋率力爭達到50%。

《河南省碳達峰實施方案》

近日,中共河(he)(he)南省(sheng)委、河(he)(he)南省(sheng)人民政府印(yin)發《河(he)(he)南省(sheng)碳(tan)達峰實(shi)施方案》,并發出通知,要求各地各部門(men)結(jie)合(he)實(shi)際認真貫徹落實(shi)。《河南省(sheng)碳達峰實施(shi)方案》主要內容(rong)如下:為有力(li)有序有效做好碳達(da)(da)峰(feng)工(gong)作(zuo),根據《中共中央、國務院(yuan)關于(yu)完整準確全(quan)面(mian)貫(guan)徹新發展理念做好碳達(da)(da)峰(feng)碳中和工(gong)作(zuo)的意見》等文件(jian)精(jing)神,結合我省(sheng)實際,制定如下實施方案。一、總體要求(一)指導思想。以習近平(ping)新時代中(zhong)國特色社(she)會主義思(si)想(xiang)為(wei)指導,全(quan)面貫徹(che)黨的(de)十(shi)九大(da)和(he)十(shi)九屆(jie)歷次全(quan)會精神,深(shen)入貫徹(che)習近平(ping)生(sheng)(sheng)態文明思(si)想(xiang),落實促進(jin)中(zhong)部地區崛起(qi)、黃河流域生(sheng)(sheng)態保護和(he)高質量發(fa)(fa)展(zhan)等國家戰略,立(li)足(zu)新發(fa)(fa)展(zhan)階段,完整、準確、全(quan)面貫徹(che)新發(fa)(fa)展(zhan)理念,服務構(gou)建新發(fa)(fa)展(zhan)格局,深(shen)入踐行綠(lv)水青山(shan)就是金(jin)山(shan)銀(yin)山(shan)理念,把碳(tan)達峰(feng)、碳(tan)中(zhong)和(he)納入經(jing)濟(ji)社(she)會發(fa)(fa)展(zhan)全(quan)局,堅(jian)持系統觀念,統籌發(fa)(fa)展(zhan)和(he)安全(quan),以經(jing)濟(ji)社(she)會發(fa)(fa)展(zhan)全(quan)面綠(lv)色轉型為(wei)引(yin)領,以推動能源綠(lv)色低碳(tan)發(fa)(fa)展(zhan)為(wei)關鍵,深(shen)入推進(jin)碳(tan)達峰(feng)行動,加快形成節約資源和(he)保護環(huan)境的(de)產(chan)業結構(gou)、生(sheng)(sheng)產(chan)方式、生(sheng)(sheng)活(huo)方式、空間格局,確保如(ru)期(qi)實現2030年前碳(tan)達峰(feng)目標。(二)工(gong)作原則——統籌(chou)規劃,協(xie)同推(tui)(tui)進。堅持前瞻性思(si)維,加強統籌(chou)協(xie)調,一(yi)體(ti)(ti)謀劃、一(yi)體(ti)(ti)部(bu)(bu)署、一(yi)體(ti)(ti)推(tui)(tui)動(dong)、一(yi)體(ti)(ti)考核碳達峰(feng)、碳中和工作。處理好發(fa)(fa)展(zhan)和減排、整體(ti)(ti)和局部(bu)(bu)、長(chang)遠目標和短期(qi)目標、政府和市場的關(guan)系,搶抓發(fa)(fa)展(zhan)機遇,推(tui)(tui)動(dong)經濟社會綠色(se)低碳轉型發(fa)(fa)展(zhan)。——穩(wen)妥有序,安全(quan)降碳(tan)。堅(jian)持底線思維,強(qiang)化風(feng)險意識,統籌經濟增長(chang)和平穩(wen)降碳(tan),確保能源安全(quan)、產(chan)業鏈(lian)供應(ying)鏈(lian)安全(quan)、糧食安全(quan)和人民(min)群眾正常生(sheng)產(chan)生(sheng)活。——目標(biao)引領(ling),分類施策(ce)。堅(jian)持一盤棋(qi)思維,按照系統性(xing)、動(dong)態性(xing)要(yao)求(qiu),科學設(she)置各(ge)地及重點領(ling)域、行業、企業碳(tan)達(da)(da)峰(feng)目標(biao)任務(wu)。堅(jian)持目標(biao)導向、結果導向,精準(zhun)施策(ce),分類推(tui)進,為實現(xian)碳(tan)達(da)(da)峰(feng)目標(biao)提供(gong)有(you)力支撐。——政(zheng)(zheng)府引導,市場(chang)推(tui)動。更好發(fa)揮政(zheng)(zheng)府作用,加快綠色低碳(tan)(tan)科技和機制創(chuang)新,健全綠色低碳(tan)(tan)法規標準體(ti)系、政(zheng)(zheng)策體(ti)系,提升要(yao)素資(zi)源配(pei)置效(xiao)(xiao)益。發(fa)揮市場(chang)在資(zi)源配(pei)置中的決定(ding)性作用,落(luo)實用能(neng)權交易、碳(tan)(tan)排放(fang)權交易和生態保護補償(chang)等制度,激發(fa)市場(chang)主體(ti)活力,形成有效(xiao)(xiao)激勵約(yue)束機制。二、主要目標"十四(si)五”期間(jian),全省(sheng)產業結(jie)構(gou)和(he)能(neng)(neng)(neng)源(yuan)(yuan)結(jie)構(gou)優化調整取得(de)明顯進展(zhan),能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)利用(yong)效率大(da)幅提(ti)升,煤(mei)炭消費持(chi)續減少,新能(neng)(neng)(neng)源(yuan)(yuan)占比逐漸(jian)提(ti)高的新型電力系統(tong)加快(kuai)構(gou)建(jian),綠色(se)低碳(tan)(tan)(tan)技(ji)術研發(fa)和(he)推廣應用(yong)取得(de)新進展(zhan),減污降碳(tan)(tan)(tan)協同推進,人才隊伍發(fa)展(zhan)壯大(da),綠色(se)生產生活方式得(de)到普遍推行,綠色(se)低碳(tan)(tan)(tan)循環發(fa)展(zhan)經濟體系初(chu)步形成。到2025年(nian),全省(sheng)非化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)消費比重比2020年(nian)提(ti)高5個百分點,確保單位生產總值能(neng)(neng)(neng)源(yuan)(yuan)消耗、單位生產總值二氧(yang)化碳(tan)(tan)(tan)排放和(he)煤(mei)炭消費總量控制完(wan)成國家下達(da)指(zhi)標,為實現碳(tan)(tan)(tan)達(da)峰(feng)奠定(ding)堅(jian)實基礎。"十五(wu)五(wu)”期間(jian),產業結(jie)構調整取(qu)得重(zhong)大進展,清潔(jie)低碳(tan)安全高效的(de)能源(yuan)(yuan)體系初步建立(li),非化石能源(yuan)(yuan)成(cheng)為新增用能供給主體,煤炭消費占比(bi)持續下(xia)降,重(zhong)點行業能源(yuan)(yuan)利用效率達到國(guo)內先(xian)進水平(ping),科技(ji)創新水平(ping)明顯(xian)增強,市(shi)場機制更加靈活,全民踐(jian)行簡約(yue)適度(du)、綠色(se)低碳(tan)生(sheng)(sheng)活理念的(de)氛圍基(ji)(ji)本形(xing)成(cheng),經(jing)濟(ji)社會發展全面(mian)綠色(se)轉型取(qu)得顯(xian)著成(cheng)效。到2030年,全省非化石能源(yuan)(yuan)消費比(bi)重(zhong)進一步提(ti)高,單位生(sheng)(sheng)產總(zong)值(zhi)能源(yuan)(yuan)消耗和單位生(sheng)(sheng)產總(zong)值(zhi)二(er)氧化碳(tan)排放持續下(xia)降,順利實(shi)現(xian)碳(tan)達峰(feng)目標(biao),為實(shi)現(xian)2060年前(qian)碳(tan)中和目標(biao)打下(xia)堅實(shi)基(ji)(ji)礎。三、重點任務(一)能源綠色低碳轉型(xing)行(xing)動。統籌能(neng)源低碳發展(zhan)和安全(quan)保(bao)供,加快發展(zhan)新能(neng)源,穩定油氣(qi)消(xiao)費增長,科學控制煤(mei)炭消(xiao)費,加快構建清潔低碳高(gao)效安全(quan)的能(neng)源體系(xi)。1.大(da)(da)力發(fa)(fa)(fa)展新(xin)能(neng)(neng)源。加(jia)(jia)(jia)快(kuai)(kuai)風能(neng)(neng)資源開發(fa)(fa)(fa)利用(yong)(yong),以(yi)沿黃淺山丘陵(ling)(含黃河故道)和中東(dong)部平(ping)(ping)原地(di)(di)區(qu)(qu)為重(zhong)(zhong)點(dian),規劃建設(she)一批(pi)百萬(wan)千(qian)瓦(wa)級(ji)高(gao)質(zhi)(zhi)量風電(dian)(dian)(dian)(dian)(dian)基(ji)(ji)地(di)(di),到(dao)(dao)2025年,風電(dian)(dian)(dian)(dian)(dian)累計(ji)(ji)并網(wang)容(rong)量達(da)到(dao)(dao)2700萬(wan)千(qian)瓦(wa)以(yi)上。加(jia)(jia)(jia)快(kuai)(kuai)智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)產(chan)(chan)(chan)業創新(xin)升級(ji)和特色應(ying)用(yong)(yong),鼓勵利用(yong)(yong)大(da)(da)中型(xing)城(cheng)市屋(wu)頂資源和開發(fa)(fa)(fa)區(qu)(qu)、工業園區(qu)(qu)、標準廠房、大(da)(da)型(xing)公(gong)共建筑屋(wu)頂等(deng)發(fa)(fa)(fa)展分(fen)(fen)布式光(guang)伏(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian),推進(jin)登封、商城(cheng)等(deng)整縣(市、區(qu)(qu))屋(wu)頂分(fen)(fen)布式光(guang)伏(fu)(fu)試點(dian)建設(she),結合(he)(he)采煤沉陷區(qu)(qu)、石(shi)漠化、油井礦山廢棄地(di)(di)治理等(deng),建設(she)一批(pi)高(gao)標準"光(guang)伏(fu)(fu)+”基(ji)(ji)地(di)(di),到(dao)(dao)2025年,光(guang)伏(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)(dian)(dian)(dian)并網(wang)容(rong)量達(da)到(dao)(dao)2000萬(wan)千(qian)瓦(wa)以(yi)上。因地(di)(di)制宜 sheng)(sheng)(sheng)活(huo)方(fang)式,合理控制(zhi)室內空調溫度,減少(shao)無效照明(ming),提(ti)倡家庭節水(shui)節電,減少(shao)使用一次性用品(pin),做好生(sheng)(sheng)(sheng)活(huo)垃圾減量分類處理工作,完善居民社區(qu)再生(sheng)(sheng)(sheng)資源回收利用體系。3.發揮(hui)公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)示范(fan)引(yin)領作用(yong)。對標碳(tan)達峰、碳(tan)中和目(mu)標,加強(qiang)公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)碳(tan)排放核(he)算,開(kai)展(zhan)(zhan)綠色低(di)碳(tan)試點(dian),宣傳節(jie)能降碳(tan)成效(xiao)經驗(yan)。組(zu)織公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)實施綠色化(hua)改造,提高建(jian)(jian)(jian)(jian)筑(zhu)和用(yong)能設(she)備(bei)能效(xiao)水平。優化(hua)公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)能源消費結構(gou),大力(li)(li)推進太陽(yang)能光(guang)伏(fu)、光(guang)熱項目(mu)建(jian)(jian)(jian)(jian)設(she)。到2025年,全省(sheng)公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)可安(an)裝光(guang)伏(fu)屋頂面積光(guang)伏(fu)覆蓋率(lv)力(li)(li)爭達到50%。強(qiang)化(hua)水資(zi)源節(jie)約(yue),提升用(yong)水效(xiao)率(lv),全部(bu)省(sheng)直機(ji)(ji)關及(ji)60%以(yi)上的省(sheng)屬事業單位建(jian)(jian)(jian)(jian)成節(jie)水型單位。分(fen)(fen)級(ji)有序推動公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)生活(huo)垃圾分(fen)(fen)類處理,引(yin)導干部(bu)職(zhi)工(gong)帶頭(tou)在家庭、社區開(kai)展(zhan)(zhan)生活(huo)垃圾分(fen)(fen)類,分(fen)(fen)批建(jian)(jian)(jian)(jian)成公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)生活(huo)垃圾分(fen)(fen)類示范(fan)點(dian)。推行綠色辦公(gong)(gong)(gong)(gong),提高辦公(gong)(gong)(gong)(gong)設(she)備(bei)和資(zi)產使用(yong)效(xiao)率(lv)。全面開(kai)展(zhan)(zhan)節(jie)約(yue)型機(ji)(ji)關建(jian)(jian)(jian)(jian)設(she),到2025年,80%以(yi)上的縣(xian)級(ji)及(ji)以(yi)上機(ji)(ji)關達到建(jian)(jian)(jian)(jian)設(she)要求(qiu)。組(zu)織開(kai)展(zhan)(zhan)公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)能效(xiao)、水效(xiao)領跑者引(yin)領行動。強(qiang)化(hua)公(gong)(gong)(gong)(gong)共(gong)機(ji)(ji)構(gou)節(jie)能低(di)碳(tan)管(guan)理,加強(qiang)管(guan)理體系建(jian)(jian)(jian)(jian)設(she),完善管(guan)理制度,提升信(xin)息化(hua)管(guan)理水平。4.引導企(qi)(qi)(qi)(qi)業履行社(she)會(hui)責(ze)任(ren)(ren)。引導企(qi)(qi)(qi)(qi)業主動適應綠(lv)色低碳發(fa)展要(yao)求,強化環(huan)境責(ze)任(ren)(ren)意識(shi),加強能(neng)源資源節(jie)約,提(ti)升(sheng)綠(lv)色創新水(shui)平。重(zhong)點領域省(sheng)屬國有企(qi)(qi)(qi)(qi)業制定(ding)實施企(qi)(qi)(qi)(qi)業碳達(da)峰行動方案,發(fa)揮示(shi)范引領作(zuo)用(yong)。重(zhong)點用(yong)能(neng)單位要(yao)梳(shu)理核算(suan)自身(shen)碳排(pai)放情況(kuang),深入(ru)研究碳減排(pai)路徑(jing),"一企(qi)(qi)(qi)(qi)一策”制定(ding)專項(xiang)工作(zuo)方案,推進節(jie)能(neng)降碳。相關上市(shi)公(gong)司(si)和發(fa)債企(qi)(qi)(qi)(qi)業按(an)照環(huan)境信(xin)息(xi)依(yi)法披露要(yao)求,定(ding)期公(gong)布企(qi)(qi)(qi)(qi)業碳排(pai)放信(xin)息(xi)。充分(fen)發(fa)揮行業協會(hui)、產業聯盟等(deng)社(she)會(hui)團(tuan)體(ti)作(zuo)用(yong),督促(cu)引導企(qi)(qi)(qi)(qi)業自覺履行社(she)會(hui)責(ze)任(ren)(ren)。5.強(qiang)化領導干部(bu)培(pei)(pei)訓(xun)。將學(xue)習貫徹習近(jin)平(ping)生態文明思想作(zuo)(zuo)為干部(bu)教育(yu)培(pei)(pei)訓(xun)的重要內容(rong),各級(ji)黨校(行政學(xue)院(yuan))要把碳(tan)達(da)峰(feng)、碳(tan)中和(he)(he)相關內容(rong)列入教學(xue)計(ji)劃(hua),分(fen)階段、分(fen)層(ceng)次對各級(ji)領導干部(bu)開展培(pei)(pei)訓(xun),普及科學(xue)知識(shi)(shi),宣(xuan)講政策要點(dian),強(qiang)化法治意識(shi)(shi),深化各級(ji)領導干部(bu)對碳(tan)達(da)峰(feng)、碳(tan)中和(he)(he)工作(zuo)(zuo)重要性、緊迫(po)性、科學(xue)性、系統性的認識(shi)(shi)。從事綠(lv)色低碳(tan)發展相關工作(zuo)(zuo)的領導干部(bu)要盡(jin)快提升專業素養和(he)(he)業務能力(li),切實增強(qiang)推動綠(lv)色低碳(tan)發展的本領。四、政策保障(一)健全法規標準及統計體系。構建有利于綠色低碳發展的地方法規體系,全面清理現行法規規章中與碳達峰、碳中和工作不相適應的內容。在國家標準框架內制定出臺一批節能低碳地方標準,按照國家部署支持相關機構積極參與國際和國家能效、低碳標準制定修訂。按照國家統一規范的碳排放統計核算體系有關要求,加強碳排放統計監測能力建設,健全建筑、交通、公共機構等重點領域及煤炭、化工、建材、鋼鐵、有色金屬、電力等重點耗能行業的能耗統計監測制度,提升信息化監測水平。(二)完(wan)善綠(lv)色低碳政(zheng)策體系。強(qiang)化財政(zheng)(zheng)(zheng)(zheng)支(zhi)持(chi)(chi)碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)(zhong)和(he)相關資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)政(zheng)(zheng)(zheng)(zheng)策,加(jia)(jia)大(da)(da)財政(zheng)(zheng)(zheng)(zheng)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)統(tong)籌力(li)度(du)(du)(du),積極盤(pan)活存量(liang)資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin),逐步加(jia)(jia)大(da)(da)對碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)(zhong)和(he)重大(da)(da)行動(dong)、重大(da)(da)示范、重大(da)(da)工程的(de)(de)支(zhi)持(chi)(chi)力(li)度(du)(du)(du)。嚴格(ge)落(luo)實綠(lv)(lv)(lv)(lv)色(se)采購制度(du)(du)(du),提高政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)綠(lv)(lv)(lv)(lv)色(se)采購力(li)度(du)(du)(du)。落(luo)實支(zhi)持(chi)(chi)碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)(zhong)和(he)稅(shui)收政(zheng)(zheng)(zheng)(zheng)策,落(luo)實節(jie)(jie)能(neng)(neng)(neng)節(jie)(jie)水、資(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)循環(huan)利(li)用(yong)(yong)等(deng)(deng)(deng)領域(yu)稅(shui)收優(you)惠(hui)政(zheng)(zheng)(zheng)(zheng)策,按(an)規定對企(qi)業(ye)開展(zhan)綠(lv)(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)領域(yu)基(ji)礎研究給予稅(shui)收優(you)惠(hui)。完(wan)善差別化電(dian)(dian)價(jia)(jia)(jia)、分(fen)時電(dian)(dian)價(jia)(jia)(jia)政(zheng)(zheng)(zheng)(zheng)策和(he)居民(min)階梯電(dian)(dian)價(jia)(jia)(jia)制度(du)(du)(du),探(tan)索(suo)建(jian)(jian)立(li)分(fen)時電(dian)(dian)價(jia)(jia)(jia)動(dong)態調整機(ji)制。嚴禁對高耗能(neng)(neng)(neng)、高排(pai)(pai)放(fang)、資(zi)(zi)(zi)(zi)(zi)源(yuan)(yuan)型行業(ye)實施(shi)電(dian)(dian)價(jia)(jia)(jia)優(you)惠(hui)。加(jia)(jia)快推進(jin)供(gong)熱(re)計量(liang)改(gai)革和(he)按(an)供(gong)熱(re)量(liang)收費。完(wan)善綠(lv)(lv)(lv)(lv)色(se)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)體系(xi),大(da)(da)力(li)發展(zhan)綠(lv)(lv)(lv)(lv)色(se)信(xin)貸、綠(lv)(lv)(lv)(lv)色(se)股權(quan)、綠(lv)(lv)(lv)(lv)色(se)債券、綠(lv)(lv)(lv)(lv)色(se)保(bao)(bao)(bao)險、綠(lv)(lv)(lv)(lv)色(se)基(ji)金(jin)(jin)(jin)(jin)(jin)等(deng)(deng)(deng)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)工具,完(wan)善綠(lv)(lv)(lv)(lv)色(se)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)評(ping)價(jia)(jia)(jia)體系(xi),引(yin)(yin)導(dao)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)機(ji)構(gou)為綠(lv)(lv)(lv)(lv)色(se)低(di)碳(tan)(tan)項(xiang)(xiang)(xiang)目(mu)(mu)提供(gong)長期限、低(di)成(cheng)本資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)。推動(dong)建(jian)(jian)立(li)碳(tan)(tan)排(pai)(pai)放(fang)投融(rong)(rong)資(zi)(zi)(zi)(zi)(zi)統(tong)計監測平臺,探(tan)索(suo)制定企(qi)業(ye)碳(tan)(tan)排(pai)(pai)放(fang)績(ji)效評(ping)價(jia)(jia)(jia)標準,嚴控煤電(dian)(dian)、鋼鐵、電(dian)(dian)解(jie)鋁、水泥、石化等(deng)(deng)(deng)高碳(tan)(tan)項(xiang)(xiang)(xiang)目(mu)(mu)投資(zi)(zi)(zi)(zi)(zi),支(zhi)持(chi)(chi)高碳(tan)(tan)項(xiang)(xiang)(xiang)目(mu)(mu)節(jie)(jie)能(neng)(neng)(neng)改(gai)造和(he)能(neng)(neng)(neng)效提升。發揮新(xin)興產業(ye)投資(zi)(zi)(zi)(zi)(zi)引(yin)(yin)導(dao)基(ji)金(jin)(jin)(jin)(jin)(jin)、創業(ye)投資(zi)(zi)(zi)(zi)(zi)引(yin)(yin)導(dao)基(ji)金(jin)(jin)(jin)(jin)(jin)、河南省綠(lv)(lv)(lv)(lv)色(se)發展(zhan)基(ji)金(jin)(jin)(jin)(jin)(jin)等(deng)(deng)(deng)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)投資(zi)(zi)(zi)(zi)(zi)基(ji)金(jin)(jin)(jin)(jin)(jin)的(de)(de)引(yin)(yin)導(dao)作用(yong)(yong),撬動(dong)更多(duo)社(she)會資(zi)(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)投入節(jie)(jie)能(neng)(neng)(neng)環(huan)保(bao)(bao)(bao)、新(xin)能(neng)(neng)(neng)源(yuan)(yuan)、碳(tan)(tan)捕集(ji)封存利(li)用(yong)(yong)等(deng)(deng)(deng)綠(lv)(lv)(lv)(lv)色(se)產業(ye)。加(jia)(jia)大(da)(da)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)支(zhi)持(chi)(chi)力(li)度(du)(du)(du),有(you)效破解(jie)項(xiang)(xiang)(xiang)目(mu)(mu)建(jian)(jian)設中(zhong)(zhong)的(de)(de)土地供(gong)應(ying)(ying)、城鄉建(jian)(jian)設、環(huan)境保(bao)(bao)(bao)護、電(dian)(dian)網適應(ying)(ying)性等(deng)(deng)(deng)瓶頸(jing)制約,完(wan)善可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)消納保(bao)(bao)(bao)障機(ji)制,出臺促(cu)進(jin)可再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)的(de)(de)空間要(yao)素(su)、財政(zheng)(zheng)(zheng)(zheng)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)等(deng)(deng)(deng)保(bao)(bao)(bao)障性措(cuo)施(shi)。推廣節(jie)(jie)能(neng)(neng)(neng)環(huan)保(bao)(bao)(bao)服務政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)采購,強(qiang)化節(jie)(jie)能(neng)(neng)(neng)環(huan)保(bao)(bao)(bao)產品(pin)政(zheng)(zheng)(zheng)(zheng)府(fu)(fu)強(qiang)制采購和(he)優(you)先采購制度(du)(du)(du)執行。(三)建立健全(quan)市場化機制。組織省內(nei)電力企(qi)業積極(ji)參與全國碳排放(fang)權交(jiao)(jiao)易,加強企(qi)業碳核(he)查,做好(hao)排放(fang)配(pei)(pei)(pei)額分(fen)配(pei)(pei)(pei)、自愿(yuan)交(jiao)(jiao)易、配(pei)(pei)(pei)套服(fu)務(wu)等(deng)工作。修訂用(yong)能(neng)權有償使用(yong)和交(jiao)(jiao)易試點實施方案,完善用(yong)能(neng)權配(pei)(pei)(pei)額分(fen)配(pei)(pei)(pei)辦法(fa),推(tui)動(dong)用(yong)能(neng)權交(jiao)(jiao)易擴圍,優化(hua)能(neng)源資源配(pei)(pei)(pei)置(zhi)。積極(ji)推(tui)行合同能(neng)源管理,推(tui)廣節能(neng)咨詢(xun)、診斷、設計(ji)、融資、改造、托管等(deng)"一站式”綜合服(fu)務(wu)模式。五、組織實施(一)加強組織(zhi)領導。加(jia)強黨對(dui)碳(tan)達峰(feng)(feng)、碳(tan)中和(he)工(gong)(gong)作的領(ling)導(dao)(dao),省(sheng)碳(tan)達峰(feng)(feng)碳(tan)中和(he)工(gong)(gong)作領(ling)導(dao)(dao)小組(zu)(zu)要(yao)(yao)加(jia)強整(zheng)體部署和(he)系統推(tui)進(jin),研究重大問題、組(zu)(zu)織(zhi)重大工(gong)(gong)程、發布重要(yao)(yao)數據;領(ling)導(dao)(dao)小組(zu)(zu)成員單位(wei)要(yao)(yao)加(jia)強配合,扎(zha)實推(tui)進(jin)相關工(gong)(gong)作;領(ling)導(dao)(dao)小組(zu)(zu)辦公室(shi)要(yao)(yao)加(jia)強統籌協調(diao),定期對(dui)各(ge)地(di)和(he)重點領(ling)域、重點行業(ye)工(gong)(gong)作進(jin)展情況(kuang)進(jin)行調(diao)度,加(jia)強跟蹤評估和(he)督促檢查(cha),確保各(ge)項任務落(luo)實落(luo)細(xi)。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格(ge)監(jian)督考核(he)。落(luo)(luo)實國家(jia)碳(tan)達(da)(da)峰(feng)碳(tan)中和(he)(he)(he)綜合評價考核(he)(he)制(zhi)(zhi)度,建(jian)立碳(tan)達(da)(da)峰(feng)碳(tan)中和(he)(he)(he)工作專項考核(he)(he)機制(zhi)(zhi),對能(neng)源消費和(he)(he)(he)碳(tan)排放(fang)指標實行(xing)協(xie)同管理、協(xie)同分解、協(xie)同考核(he)(he)。加強考核(he)(he)結果應(ying)用,按照國家(jia)和(he)(he)(he)省有(you)關規(gui)定(ding)對碳(tan)達(da)(da)峰(feng)工作成效突(tu)出的單(dan)位和(he)(he)(he)個人給予表彰獎勵,對未完(wan)成目標任務的地方、部門依規(gui)依紀依法進(jin)行(xing)通報批(pi)評和(he)(he)(he)約(yue)談問責。各地各有(you)關部門貫(guan)徹落(luo)(luo)實情況每年向省委和(he)(he)(he)省政府(fu)報告(gao)。
